A push to ban party pills containing BZP before the end of the year has become lost in the parliamentary Christmas rush.
Associate Health Minister Jim Anderton had originally hoped the Misuse of Drugs (Classification of BZP) Amendment Bill, which would make party pills containing BZP illegal, would come into effect on December 18.
The bill was not in the list of business that Parliament agreed to debate under extended hours under its urgency rules.
A spokeswoman for Mr Anderton said the Electoral Finance Bill had eaten into the parliamentary time the Government had left available for business before the summer recess.
The Greens had also refused to allow the bill to be included in the urgency motion, so it would now not be passed before the House reconvenes in February.
The party pill bill has only been opposed by the Greens and ACT so far in Parliament.
Under the proposal BZP would be treated as a class C drug -- similar to cannabis -- with similar penalties for possession and supply.
The bill does contain a sunset clause which permits possession of a small amount of the drug for a period of time.
